The Member of Parliament for Ketu North, Hon. Edem Agbana, has called for urgent reforms in Ghana’s public project management system, advocating for a legal framework that compels successive governments to complete ongoing projects before initiating new ones. 

Speaking during the Public Accounts Committee (PAC) hearing in Kumasi, the MP stressed that such a framework must be supported by a rigorous approval process that ensures every project is necessary, properly scoped, and fully funded prior to commencement.

According to him, the current trend where governments abandon projects midway to start new ones is not only wasteful but also undermines national development. 

He argued that this cycle of discontinuity locks up scarce public funds in unproductive ventures, depriving citizens of the intended benefits of those projects. The Ketu North legislator emphasized that without strict adherence to project continuity and accountability, Ghana risks perpetually recycling incomplete infrastructure across sectors.

Hon. Agbana further noted that enforcing discipline in project initiation and completion would improve efficiency, restore public confidence, and maximize the value of taxpayer resources.

He urged policymakers to prioritize long-term planning over short-term political gains, insisting that a structured and legally backed system is essential to ending the costly practice of project abandonment in the country.
