At the recent sitting of the Public Accounts Committee (PAC), Member of Parliament for Ketu North, Edem Agbana, strongly criticized waste management company Zoomlion over what he described as clear contractual breaches.
Addressing the committee, he emphasized that public funds must not be disbursed in full to service providers who fail to meet agreed obligations. His comments were in response to concerns about the company’s performance, particularly regarding the supply and maintenance of sanitation equipment.
Mr. Agbana pointed out that the contract between Zoomlion and the assemblies explicitly requires the provision and replacement of dustbins, a responsibility he insists has not been adequately fulfilled.
He argued that such obligations are not optional and should not be substituted with explanations or excuses. According to him, failure to deliver on these key terms constitutes non-performance, which must be addressed decisively to protect the public interest and ensure value for money.
He further called on the Chairman of the committee to take firm action by directing Zoomlion to refund part of the monies already paid, stressing that accountability must be enforced.
“A contract is a contract,” he asserted, underscoring the importance of upholding agreements and ensuring that service providers are held responsible for their commitments. His remarks have since sparked renewed discussions on transparency and efficiency in public service delivery.
