​Dr. Randy Abbey is rapidly proving to be one of the most capable leaders of a Ghanaian state institution in recent memory.

​Upon stepping into his role at the Ghana Cocoa Board (COCOBOD), he was confronted with severe operational and financial distress. The organization was burdened with approximately GH¢32.5 billion in debt, struggling through a three-year span where cocoa output plummeted by nearly 50%, and hamstrung by a failed 2023/24 syndicated loan deal that effectively severed access to foreign financing.

​Under his direction in 2026, COCOBOD has staged a notable financial turnaround. The Board fulfilled all of its core financial commitments for the year, disbursing GH¢2.68 billion to DDEP bondholders and settling an additional GH¢162 million owed to Cocoa Bill investors.

​To ensure long-term stability and break free from a heavy dependence on foreign credit, Dr. Abbey is now guiding the institution toward a $1 billion domestic bond initiative for the 2026/27 cycle. Supported by comprehensive investor engagements and transparent, audited financial reporting, this strategic move aims to solidify a self-sustaining funding model for Ghana's cocoa sector.
