Tema Oil Refinery Receives One Million Barrels of Jubilee Sweet Crude in Major Boost to Local Refining

The Tema Oil Refinery (TOR) has received one million barrels of indigenous Jubilee Sweet Crude, delivered aboard the vessel MT Apache on July 15, 2026.

This latest delivery underscores President John Dramani Mahama’s commitment to ensuring that Ghanaian-produced crude oil is refined locally to maximize value for the nation. It marks the second such consignment of one million barrels supplied to TOR under President Mahama’s leadership, following the historic first delivery in December 2016 aboard MT Bodeira during his first term.

Since May 2026, TOR has now received three one-million-barrel crude cargoes — Bonga, Baleine, and the latest Jubilee Medium Sweet Crude. These supplies have enabled the refinery to sustain production of essential petroleum products for both the domestic market and the wider West African region.

Advancing Energy Security and Industrialization

The consistent inflow of crude has been instrumental in restoring and maintaining refining operations at Ghana’s only state-owned refinery. By processing locally sourced crude, TOR is reducing the country’s dependence on imported petroleum products, creating jobs, and supporting broader industrialization efforts.

On behalf of the Board, Management, and Staff of Tema Oil Refinery, management expressed deep appreciation to President Mahama for his visionary leadership and steadfast support for the revival of the refinery.

“We wish to express our profound gratitude to H.E. President John Dramani Mahama for his unwavering belief in the strategic importance of the Tema Oil Refinery and his vision of building an integrated petroleum value chain for Ghana,” the statement noted.

The refinery also commended the Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, for his tireless efforts in restoring operations and ensuring a steady supply of crude.

Special thanks were extended to key partners across the petroleum value chain, including crude suppliers Fujeirah and Triangle Trading Commodities, as well as regulators, financiers, logistics providers, and technical partners for their collaboration in TOR’s resurgence.

Looking Ahead

TOR reaffirmed its dedication to delivering on the President’s vision by strengthening linkages between Ghana’s upstream and downstream petroleum sectors. The refinery aims to enhance energy security, reduce import dependence, generate employment, and position Ghana as a competitive refining hub for West Africa.

This milestone delivery of Jubilee Sweet Crude represents not just a logistical achievement but a strategic win for Ghana’s energy independence and economic development.
