The Parliamentary Select Committee on Energy has completed a strategic working visit to indigenous energy giant GOIL PLC as part of its oversight mandate to inspect national petroleum operations. The engagement provided lawmakers with a comprehensive look into local energy logistics, operational bottlenecks, and opportunities to strengthen domestic capacity, efficiency, and consumer protection within Ghana's petroleum market.
During the session, GOIL’s Group CEO and Managing Director, Hon. Edward Abambire Bawa, revealed that approximately 90% of the company’s petroleum products are currently sourced through local channels. Hon. Bawa highlighted that expanding domestic refining capacity is vital to reducing the country's reliance on fuel imports and minimizing exposure to volatile international shipping and procurement costs. Discussions also focused heavily on consumer-facing initiatives, including LPG affordability, fuel stock management, and the implementation rollout of the Cylinder Recirculation Model (CRM).
The briefing further exposed several structural issues impacting the sector's growth and fiscal health. GOIL executives raised critical concerns regarding significant outstanding debts, the substandard quality of certain imported bitumen, and excessive port fees currently hindering local bunkering services. The Energy Committee assured stakeholders that these operational challenges and market barriers would be evaluated to help inform future policy interventions and legislative support.
