Ghana and Luxembourg Begin Talks on Visa-Waiver Deal for Schengen Access

​Ghana has formally initiated discussions with Luxembourg to establish a visa-waiver arrangement, a strategic move that could significantly ease international travel for Ghanaian passport holders. The proposal was introduced during a high-level bilateral meeting between Ghana’s Minister for Foreign Affairs, Samuel Okudzeto Ablakwa, and Luxembourg’s Minister for Foreign Affairs, Xavier Bettel, on the sidelines of the ongoing United Nations General Assembly in New York.

​If finalized, the agreement holds far-reaching benefits due to Luxembourg’s position within Europe’s Schengen Area and the Benelux union. Because Luxembourg shares open borders and unified mobility policies with Belgium and the Netherlands, a successful visa agreement with Luxembourg could open doors for streamlined travel across the entire Benelux region, greatly expanding options for Ghanaian travelers, business leaders, and tourists.

​The proposal reflects a broader, aggressive push by the Ghanaian government to enhance the mobility and global standing of its passport. Ghana has recently secured similar reciprocal visa-free entries with several countries, including the Maldives, Zambia, and Antigua and Barbuda. These agreements cover ordinary, service, and diplomatic passport holders, with the landmark pact with Zambia allowing visa-free stays for up to 30 days.

​While negotiations with Luxembourg remain in their early stages, both diplomatic teams expressed optimism about strengthening bilateral ties, enhancing trade collaboration, and fostering cultural exchange. Further technical discussions are expected to take place in the coming months to define the scope and timelines of the proposed agreement.
