Legal representatives for Kow Abaka Essuman, the former Legal Counsel to former President Nana Addo Dankwa Akufo-Addo, have submitted an official request for the payment of his unpaid salary arrears and terminal end-of-service benefits following the conclusion of his service in January 2025.
In a formal letter delivered on September 8, 2026, to the Minister for Finance, Dr. Cassiel Ato Forson, counsel for Mr. Essuman highlighted that their client assumed the role of Legal Counsel to the President in January 2021. His responsibilities were later expanded in October 2024 when he was appointed acting Secretary to the President, positions he held concurrently until the administration ended on January 7, 2025.
The legal team outlined that under the terms of his appointment, Mr. Essuman is entitled to terminal benefits consisting of four months’ consolidated salary for every completed year of service (or part thereof), an installation grant equal to one month’s salary, and a resettlement grant calculated at one month’s salary per year or fraction of a year served.
Referencing Section 2(c) of the Presidential (Transition) Act, 2012 (Act 845), the lawyers emphasized that the designated Transition Team is legally mandated to ensure that salaries, allowances, and terminal packages for affected public office holders are settled promptly and without delay.
They also pointed out that other political office holders from the same administration including the Speaker of Parliament, Members of Parliament, former Ministers, Deputy Ministers, MMDCEs, and Council of State members have already received their respective entitlements. Consequently, they argued that withholding payments specifically from Mr. Essuman and other former Presidential Staffers is unfair, discriminatory, and legally unsustainable.
